Charlie the old rowing boat is sad because nobody takes him out to sea any more. Then twins, Jane & Tommy arrive for their summer holidays, and Charlie overhears the owner (Uncle Jack) telling the twins they can't go out in Charlie. He isn't seaworthy and it is time he got rid of him. Charlie asks his friend the seagull to untie him & let the breeze take him out to sea rather than be chopped up at the boat-yard. When the twins and their uncle discover him gone, they set out to try to find him.
